Veteran Service Officers are responsible for assisting Armed Forces Veterans and their dependents of the legal benefits available to them under U. S. Federal and State laws. The Veterans Service Officer reports to the Commissioners Court, and performs duties under the technical guidelines established by the Texas Veterans Commission and Federal Law under C.F.R. 38. There is no charge for their services.

Hill Country County Veterans Service Officers (CVSO) & Texas Veterans Commission (TVC)
Unfortunately not every county in Texas has a Veteran Service Officer so you might need to appeal to your city government to pony up the funds for one
If you are fortunate to have a service officer, meet with them to get all the benefits you are allowed, and to get tracking on what you might need in the future. 
Please!!  If you submit forms with your Certified or Accredited representative, then submit forms with a Volunteer (and many are very good!) or “Guy who knows how to ........” it may undo everything your Certified or Accredited rep did, and worse... like block them from accessing your personal info. And send your forms to the VA Problematic Processing Pile.   If you’re lucky enough to have one, Stick with the peeps who have the right creds and access to secured government files.
